Additionally, you get complete offline support, audio pronunciations, and, hilariously, Android TV support. The free version has ads and the pro version doesn’t. Otherwise, they work about the same. This is actually a surprisingly good app.
Google Translate is probably your best bet for this sort of thing. It can translate over 100 languages online and over 50 languages offline (via typing). You also get camera translations, two-way conversation translation, and some extra stuff. It even comes with definitions and phrasebook functionality. This is the one we recommend first to just about everybody. Those who want even more stuff can add another one of these apps to the mix. However, Google Translate is where it’s at. It’s also free with no ads or in-app purchases.
Simply Learn Romanian

Simply Learn Romanian is a decent phrasebook app. The free version features over 300 phrases. Obviously, the pro version adds more. The app also includes audio pronunciations, a bookmarking system, and you can play audio more slowly to really get the inflections right. There are also some memorization games for practice. It won’t teach you the whole language. However, it should do well enough for a vacation or a business trip. It’s one of the better English to Romanian dictionaries for Android.
