Do Chinese phones count? Because if so, there are certain ones like the Xiaomi Mi 5s plus and (its successor) Mi 6 that are considerably cheap for its specs. For the Mi 5s plus, it can go for around $350 while having dual cameras and Snapdragon 821, while the Mi 6 has the 835.
