PicSay

PicSay is a versatile and powerful photo editor for Android. With it, you can correct color, crop images, add text in word balloons or as titles, and apply a wide variety of special effects. Plus, you can add cartoon like balloon text to existing images, which is humorous. You get a ton more features for the pro version, but there’s a free version that will satisfy most users’ needs.

Dash of Color Free

Dash of Color is a nice app that allows you to select specific colors, while eliminating the rest. It can take your pre-existing images, and convert them into a black and white one, while retaining brilliant color in one specific region. And thankfully, the developers behind this app built in undo functionality too, so if you make a mistake, it’s easy to retrace your steps.

Adobe Photoshop Express

Where would any list of the best photo editing apps be fore Android without Photoshop Express? Photoshop is the industry standard software for editing photos on PC’s and Macs, and now it’s available for Android too.
